Beloader not found when in pairing mode

I cannot get the Beloader setup.

I hold down the button, plug it into my laptop, then release the button. I have then updated the firmware with the most recent LAN firmware. Then I unplug the beloader.

Then I plug the beloader back into my laptop. Before I even press a button, a window pops up.  There are no lights flashing. I open the Beloader Manager 1.3. It tells me to insert the Beloader into the USB slot and then press the button to enter "pairing mode". However, when I press the button, the beloader has a blue flashing light, but the Beloader Manager says "Beloader not found". When I try to open the PSN ID text file, it says "The request could not be performed because of an I/O device error".

then you will find the update disk, you can set all from this update disk

I thought holding the pair button before inserting into USB puts it into "upgrade mode"? Don't you need to be in "configuration mode" to use the Beloader Manager by pressing the pair button after the Beloader is inserted?

the v1.4 manager support set from update disk
so you can set all from update disk (hold pair button and insert into pc)
